After government’s several futile efforts, the law ministry has suggested formation of a separate investigation agency to probe into criminal cases and ease the logjam around them.
The ministry says police officers, heavily burdened at police stations, often fail to complete investigations in due time, which in turn lingers disposal of cases.
It says criminals get acquitted in many cases due to ‘faulty’ investigation reports.
“In such a situation, formation of a separate permanent investigation agency is necessary in the interest of proper probe into criminal cases,” the ministry says in a report.
The report was submitted at a meeting of the Parliamentary Standing Committee on the Ministry of Law, Justice and Parliamentary Affairs on Wednesday.
The law ministry had been asked to prepare the report combining the Parliament panel and Law Commission's recommendations to ease the logjam.
Parliamentary panel Chairman Suranjit Sengupta told : “The report has reached us. The law minister hasn’t turned up in today’s meeting. The media will be informed of the matter after discussion on it in his presence.”
Law Minister Anisul Huq recently said at Parliament that 2,861,003 cases were pending at courts across the country until September, 2014.
Of them, 14,837 lawsuits are pending with the Appellate Division, 350,222 with the High Court Division and 987,437 with district and sessions judges courts.
Earlier on Jun 26 last year, the Law Commission had submitted to a parliamentary committee a report containing suggestions to ease the logjam over cases.
The panel had advised the ministry to take necessary measures to implement the suggestions.
A five-member committee led by the ministry’s Solicitor AKM Salimullah has prepared the report.
